SHUTDOWN not dismounting pagefile disks?

The Question is:

 
This is a followup question to #3391 ... can you tell me how
to modify SYS$COMMON:[SYSEXE]SHUTDOWN.COM
so that the secondary page- and swap-files I have on
another disk get properly dismounted during shutdown ?
I get console messages:
 
%SHUTDOWN-I-DISMOUNT, all volumes will now be dismounted
%DISM-I-INSWPGFIL, 2 swap or page files installed on volume
%DISM-I-MARKEDDMNT, _NODE$DISK2:  has been marked for dismount
 
but apparently after stopping all process (etc)  prior to
shutdown, the SHUTDOWN.COM procedure never gets
back to the DISK2 that it "marked" for dismount to
actually dismount it.  Upon [re]boot, I then see the error
message:
 
%MOUNT-I-REBUILD, volume was improperly dismounted; rebuild in progress.
 
Shouldn't the SHUTDOWN.COM procedure successfully
and properly dismount the disk(s) that previously it had
recognized as containing page- and/or swap-files, and
reportedly "marked" for dismount ?

The Answer is :

 
  This has been identified as an area of OpenVMS that will be updated,
  such that pagefiles and swapfiles will be correctly disconnected and
  thus eliminating the need for a shadowset merge or a volume rebuild.
 
  There is no documented and supported mechanism for modifying the
  SHUTDOWN.COM procedure, modifications are supported in SYSHUTDWN.COM.
