How do I enable SMTP services?

The Answer is :

 
  Assuming this is TCP/IP Services package, please see the available
  TCP/IP Services documentation, then install the TCP/IP package (V5.0A
  is recommended for OpenVMS Alpha V7.1 and later), and then use the
  provided configuration tool to select the particular clients and
  servers for the various IP components.
