IP Printing error? (LPD_BADPORT, EXQUOTA)

What could be the problem or what does it mean?
 
Error getting  a port -system F-Exquota,process Quota exeeded

The Answer is :

 
  The OpenVMS Wizard would recommend a call to the Compaq Customer Support
  Center.  You will likely be asked for the version of TCP/IP Services in
  use, and (if this is not the current release and ECO) you will likely be
  asked to upgrade to the current version.  You will likely also be asked
  for details of the configuration and the device and the print queues,
  and also of what has happened (software or hardware or network changes)
  that could potentially have triggered this behaviour.
 
  %UCX-F-LPD_BADPORT is often interpreted as a catch-all error for problems
  in the TCP/IP Services print symbiont, where the symbiont is unable to
  connect to the remote LPD server port when sending over the print job.
 
  The SYSTEM-F-EXQUOTA could be a failure from a socket(), bind(), or
  connect() call.  Examples include exceeding the maximum number of sockets
  permitted (either the SYSGEN or IP channel limit), exceeding one of the
  various process quotas, etc.
