BACKUP/SINCE is broken?

The Question is:

 
Use of backup/since/created qualifiers.
 
According to VMS help I should be able to do the following.
backup/since=21-aug-1997/created -
'disk:[000000...]*.*;*
 
and backup only those files which were created or modified since 21-aug-1997.
 
However, I find this is not the case.

The Answer is :

 
  This behaviour was the unintended consequence of a change made to
  better support /SINCE/BACKUP, and this will likely be remedied in
  a future OpenVMS release.
