Where can I find info about os$cremem (maintaining C code) which seems to have
 something to do with putting info into Global Common.

  This is not an OpenVMS routine.  Please check your source code, your
  libraries, and any associated layered product components.
 
  From its name, the Wizard guesses that it might be calling SYS$CRMPSC,
