Why is QUOTA.SYS Missing?

The Question is:

 
The file quota.sys is missing from the directory structure.  How can recreate
 this file?
 


The Answer is :

    The Wizard will assume that this query arises from a message generated
    from ANALYZE/DISK. For example:
 
 
    $ analyze/disk_structure dka0:
    Analyze/Disk_Structure for _WIZSYS$DKA0: started on 11-SEP-2000 13:54:30.84
    %ANALDISK-I-OPENQUOTA, error opening QUOTA.SYS
    -SYSTEM-W-NOSUCHFILE, no such file
 
    QUOTA.SYS is used to hold information about disk usage. It will be
    present only on disks that have disk quotas enabled. For information
    about disk quotas see section 8.11 "Managing Disk Space" in the OpenVMS
    System Manager's Manual.
 
    For disks without disk quotas there will be no QUOTA.SYS. This is quite
    normal and is not a problem (despite the apparent nasty message from
    ANALYZE/DISK! - note that it's only severity I - Informational). The
    message may safely be ignored.
