Is OpenVMS V7.1 Doc CD PC Readable?

The Question is:

 
I have the CD's for the Compaq Alpha and the related OpenVMS OS ver7.1
 Documentation CD.  Can I read the documentation CD in a Windows NT (i386) PC?
 Attempting to read the documentation cd in a PC brings back an error 'CD not
 ready'.
