The Question is:

 
How to transfer VMS files to PC (running Win 9/x/NT) using DCL interactive
 routine. TCP/IP running on both machines (PC & Server).
 
I am new to DCL.  Please help.

  Please acquire and skim the available DCL documentation, both the manuals
  and documentation in the OpenVMS documentation set (the OpenVMS Users Guide,
  etc) and the books that available from sources such as Digital Press.
