Bad MSCP status received? (disk bootstrap)

The Question is:

 
We have an A/S 1200 in a cluster environment connected to 4 HSJ50's. It has
 been working fine however recently we relocated the star couplers to another
 cabinet.
Now when you try and boot the system disk located on one of the HSJ's you
 recieve this message-

bad MSCP status (3|0) received
failed to send Online to dua1000.14.0.8.0
failed to open dua1000.14.0.8.0
 
The server can see all the disks and when I do a SHOW CLUSTER ADD
 CIRCUIT,CABLE_STATUS all circuits are OPEN.
 
Any suggestions?

The Answer is :

 
  The initial suspicions would be damaged CI cabling or other related hardware
  or CI communications problem, a problem with the SCSI connection to the disk
  from the HSJ, or a loss or corruption of the cluster configuration information
  normally resident in the HSJ controller.
 
  Status (3|0) typically means the storage device itself is off-line.
 
  Check the system and the controller error logs, check the CI and SCSI
  connections and cabling, select the full bootstrap logging (see the
  OpenVMS FAQ for the APB flags involved), and -- if no obvious causes
  are located -- please contact your hardware service organization for
  assistance in troubleshooting this.
