TCP/IP Services and Small Buffers?

The Question is:

 
UCX Question  VERS 4.2
UCX> Show Comm/mem is the command I'm using
FTP is getting lock up because I'm running out small buffers. I've have
 increased the max number of small from 1000 to 2000 and now to 3000. The
 current number seems to be getting gradually larger  however I do not believe
 I am having any increase in user
s or FTP processes. What is the small buffers used for and is there anyway to
 tell whats using them?
 
 


The Answer is :

 
  Based solely on the problem description, it appears there might be a
  leak here -- though this could be a result of local application(s) or
  of the size of the local routing tables.  (The OpenVMS Wizard is not
  particularly aware of any small buffer leaks in TCP/IP Services V4.2
  ECO4, the current ECO as of January 2001.)  Please move to the current
  TCP/IP Services ECO, or (better) please move to TCP/IP Services V5.0A
  with the current ECO.  If this does not resolve the reported behaviour,
  please contact the Compaq Customer Support Center directly, as additional
  information on the configuration and the environment will be required.
