DECnet unrecognized component, circuit? (UNRCMP)

The Question is:

 
We have a Microvax 3100, that was working until we shut it down and move it.
 The circuit is no longer starting. Whenever I do a set circ sva-0 state on, it
 gives an error "NCP-W-UNRCMP, Unrecognized Component, Circuit"  What do I need
 to do?
 


The Answer is :

 
  The network is mis-wired or has some other hardware- or LAN-related
  failure, the MicroVAX 3100 series (unknown model) network connection
  is incorrect or incorrectly configured, or the network controller
  has failed.
 
  The SVA-series network circuit name would imply the LANCE Ethernet.
  (This is an old network connection, and would imply an old MicrOVAX
  3100 series system.)
 
  To re-generate the DECnet Phase IV network database, use:
 
    @SYS$MANAGER:NETCONFIG
