OpenVMS and Telephone Access?

The Question is:

 
Dear wizards,
Our NCMC is VMS based, and we are serving for rural area telephone calls. My
 problem is I want to make a program (VMS).For example ,a handset telephone can
 have an incoming call but can not do an outgoing call.If its possible , can I
 have your ideas about
 this program.

The Answer is :

 
  OpenVMS requires the assistance of external hardware for access to
  the Public Switched Telephone Network (PSTN).  At a minimum, the
  hardware involved is a modem, and out-bound calls are easily possible
  with most modems -- see SYS$EXAMPLES:*DTE* for some examples, and see
  the various discussions of wiring modems here in Ask The Wizard.
 
  At a more advanced level, devices such as DECtalk or DECvoice or
  other text-to-speech (speech synthesizer) products can function
  similarly to a modem, save that these devices can and do generate
  speech on the telephone line based on DTMF or other input from the
  user and text generated by the computer in response to the DTMF
  input.  Other options include the use of digitized voice and voice
  recognition, depending on the capabilities of the particular telephone
  interface device in use.
 
  Contact with the Compaq Services organization would likely be the
  most fruitful course, as Compaq Services can locate or can create
  the application necessary, or can provide the training necessary
  for you to be able to design and create the application required.
  (Unfortunately, telephone-based user interfaces are far harder to
  design than they initially might appear.)
