Antique product versions? (PATHWORKS)

The Question is:

 
I am using Pathworks for VMS and DOS 4.1. I have a PC setup to use a file
 service (PCCOMMON) that is sharing disk space on the VAX. The PC issues the
 USE command, and the user is prompted for a password.  Currently the file
 service is set up as a common f
ile service and the Public group has been granted Read, Write and Change
 access.
 
Why is the user being prompted for a password?  The way I understand the
 Pathworks documentation, if Public is granted access, a username and password
 are not required (i.e. a VAX account is not required).

The Answer is :

 
  Please upgrade to a more recent version of PATHWORKS, or (better)
  upgrade to Advanced Server.
 
  Check that your PWRK$GUEST and PWRK$DEFAULT accounts exist and
  are not DISUSERed.
 
  If you wish to pursue the problem with this version of PATHWORKS,
  please contact the Compaq Customer Support Center, as additional
  details will be required.  (Assuming you are not simply again asked
  to upgrade from your very old version of PATHWORKS, of course.)
