The Answer is :

It would appear your version of TCP/IP Services was not correctly
installed, or you have not reloaded the command tables since the
installation. (Log out and back in, or reboot the system, or use
the SET COMMAND/TABLES=SYS$SHARE:DCLTABLES to reload the DCLTABLES.)

On OpenVMS versions prior to V6.2, access to the FTP client is
via the FTP command, which involves the FTP utility.

With OpenVMS V6.2 and later, you can use COPY/FTP, DIRECTORY/FTP
  and similar commands.

The OpenVMS Wizard will assume you have configured FTP client and/or
  FTP server, as required.
