FTP Failed to create child process?

The Question is:

 
Dear Sirs,
I'm currently running a VAX as follow:
 
VAXstation 4000-90 running OpenVMS V5.5-2H4
with UCX:
DEC TCP/IP Services for OpenVMS VAX Version V3.3
 
The system is a controller for a VSAT (Very Small Aperture satellite Terminal)
 network. We are in the necessity of running an ftp server to move files from
 the VAX to our LAN (PCs). I've enabled the FTPD and TELNET following the
 excellent instructions I g
ot from the WIZARD and the online documentation, but I cannot proceed because
 of this error when trying to start an FTP session towards the VAX:

Please notice that for "practical" reasons the software cannot be upgraded, the
 machine is running a specific software for the VSAT, everything have to be
 done with as small as possible modifications to the existing OS.

The Answer is :

 
  Your OpenVMS VAX and TCP/IP Services versions are woefully out
  of date, and TCP/IP Services is not supported.   Many problems
  have been fixed since these versions were current, and many new
  product enhancements have been added since these versions.
 
  Please move to at least TCP/IP Services V4.0 with the then-current
  ECO, if not to TCP/IP Services V4.2 with ECO.  Better, please
  upgrade to current OpenVMS VAX and TCP/IP Services versions.
 
  The UCX$FTP user appears excessively privileged.  Typically,
  only TMPMBX and NETMBX privileges are present.
 
  Ensure that the UCX$FTPD image is correctly installed.
 
  Ensure that the current Compaq C RTL ECO is installed.
 
  Consider increasing the process BYTLM on the UCX$FTP username.
