Mysterious Daylight Savings Time (DST) Changes?

The Question is:

 
Why Does the system time change automatically. We have an AlphaStation 255/300
 running VMS 7.1, UCX 4.1-09 and Decnet phase 5. When we change the clock to
 Daylight Savings Time it is changed back to MST shortly after, and not exactly
 an hour change from D
ST. In NCL a SHOW DTSS ALL comes back saying it is not running and we have been
 through utc$time_setup, all looks OK. When we disconnect the Alpha from the
 network and set the time it will not get changed back. Shortly after we
 reconnect to the network th
e time is set back.
 
1) Can another machine set the time on the Alpha remotely, if so is there a way
 of tracking.
 
2) Is there another way the Alpha may be looking for the time on the network.

  The TIME audit class in OpenVMS security auditing may be of use here.
 
  The OpenVMS Wizard strongly encourages an upgrade to OpenVMS Alpha
  V7.1-2 and to TCP/IP Services V5.0A or V5.1 or later -- with ECOs.
 
  If you have followed the steps listed in the OpenVMS FAQ for setting
  the time and cannot locate local software (DECnet-Plus DTSS or NTP,
  and locally-executed commands such as SET TIME/CLUSTER, being the most
  common causes), please contact the Compaq Customer Support Center for
  assistance in locating and resolving this.
