Explanation of F$CONTEXT behaviour?

The Question is:

 
When trying to find a particular process whose name contains a mixture of upper
 and lower case characters F$CONTEXT appears to return all processes with a
 matching name regardless of case. Can you please tell me whether this is
 known/expected behaviour, a
nd whether there is a workaround ?

The Answer is :

 
  Please contact the Compaq Customer Support Center, and please expect
  to be asked for an example of the DCL involved.  Without an example
  of the problem, the OpenVMS Wizard unfortunately cannot provide a
  more specific answer.
 
  F$CONTEXT -- depending on exactly how it is used and what arguments
  and argument values are specified -- can certainly be expected to
  select and to return all processes on the system.
 
  Process names are unique only within each particular UIC group.
