Problems Debugging DCL Procedure?

The Question is:

 
I'm sure the file unload.com is pressent.
 
What can the reason be of the message:
%RMS-E-FNF, file not found
 
What means the message:
%RMS-F-ISI, invalid internal stream identifier (ISA) value
 
Is there something wrong with OpenVMS or is anything corrupt?

  It would appear that your DCL command procedure contains an error or your
  procedure is conflicting with part of the local OpenVMS system environment.
  Unfortunately, there is insufficient context here for a more specific or
  direct answer -- please contact the Compaq Customer Support Center.  Please
  expect to be asked for a full DCL reproducer, and expect to be asked for
  the translations of logical names in the target environment -- UNLOAD
  could well be a logical name in your environment, for instance.  Also
  please expect to be asked for the tracing (verify) of the DCL activity
  as the procedure operates, to help identify the particular failure(s).
