BACKUP/SINCE File Selection Processing?

The Question is:

 
I am doing daily (incremental) and weekly (full) backups.  I am using the
 /record switch to set the backup date on the file once it is backed up and the
 /since=backup switch (on incrementals) to not backup files that have already
 been backed up.  The /rec
ord switch is working as expected (dir/full show the backup date field
 properly).  However, /since=backup does not appear to be working properly, as
 files are being backed up over and over again (that have not been modified and
 have the backup date proper
ly set).  Any ideas?

The Answer is :

 
  Please ensure that you have all current mandatory ECO kits for OpenVMS
  applied, and including any available ECO kits for BACKUP itself.
 
  Please also check that this behaviour is not a (correct) result of the
  date found on the top-level directories.  In particular, the [*...]*.*;*
  file specification syntax might not provide the behaviour that you might
  expect.  [000000...]*.*;* can be better.
