The Question is:

What's the difference between the following
license PAKS:

OPENVMS-ALPHA-USER
OPENVMS-ALPHA-ADL
OPENVMS-ALPHA

and
SLS-REMOTE
SLS-REMOTE-MGR

The Answer is :

For specific information, please see the OpenVMS and Storage Library
System (SLS) Software Product Description (SPD) documents. The SPDs
are referenced in the FAQ. In general terms, here are the meanings
of these and other common license PAKs:

OPENVMS-ALPHA

Is the core OpenVMS operating system Product Authorization Key (PAK).
It licenses various operating system functions as described in the
SPD. No interactive user logins are premitted by this PAK, though
-- per the OpenVMS SPD -- one login is permitted specifically for
  system management purposes.

OPENVMS-ALPHA-USER

Is an interactive user PAK, enabling an interactive user to log into
and directly use the system. These are NO_SHARE so, in a cluster must
be INCLUDEd to a specific node.

OPENVMS-ALPHA-ADL

Is an OpenVMS Application Deployment License, and is the non-interactive
equivalent to a user; a user that is running an application and that has
no direct access to the OpenVMS command prompt nor to related features.
Contrary to its naming and to the initial and original intent of this
particular ADL mechanism, this license is also used as the cluster-wide
  interactive user license.

SLS-REMOTE

Is a PAK for SLS (Storage Library System). This PAK enables the node as
  a remote client.

SLS-REMOTE-MGR

Also for SLS, but this PAK enables management functions to be performed
  from the node.

UCX

  TCP/IP Services

DVNETEND
DVNETEXT
DVNETRTG

These are various DECnet (Phase IV and DECnet-Plus) licenses. Please
see the DECnet Software Product Description (SPD) for details.

NET-APP-SUP-150
NET-APP-SUP-200
NET-APP-SUP-250
NET-APP-SUP-300
...

Various aggregate licenses, known collectively as the NAS licenses.
Specific NAS levels license specific groups of products. Please
see the NAS Software Product Description (SPD) for the details of
the products licensed, as these vary. (While you can potentially
also see the product groups through OpenVMS commands, these OpenVMS
definitions are superceded by the contents and product references in
  the NAS SPD.)
