NTP configuration and startup problems?

The Question is:

 
NTP won't go enabled on VMS 7.3 Alpha
 
What can keep NTP from running? I am running OpenVMS Alpha 7.3, TCPIP Services
 v5.3 eco 4, and I can't get NTP to go enabled. I Upgraded to 7.3-1 with no
 change.
 
Running the command file, TCPIP$CONFIG, I can toggle the status shown for NTP
 to ENABLED/STARTED, but when I do a TCPIP SHOW SERVICES, NTP still shows
 disabled. I have configured the time zone with SYS$MANAGER:UTC$TIME_SETUP.COM,
 and set up TCPIP$NTP.CONF
 but when I invoke NTPQ and issue a PEERS command, I get: tcpip$ntpq.exe: write
 to 127.0.0.1 failed: connection refused
 
Other tcpip functions work fine, and I can TELNET to the loopback port at
 127.0.0.1. My other 7.3 systems are working just fine.

  Please contact the support center, as details of the NTP configuration
  file will be required.  The usual names for this configuration file:
 
  SYS$SPECIFIC:[TCPIP$NTP]TCPIP$NTP.CONF and .TEMPLATE
