Third-party software reporting spawn failure?

The Question is:

 
Hello,
My Alpha System is a DS20, 512 Mb Ram, VMS 7.3, 2 HD 18 GB with shadow.
I4ve a big problem. I have a Supervisory System called VXL version 4.5, that
 run ok under VMS 6.2, 7.0, 7.1 , 7.2 e 7.3(with no patch). I4ve have too a HCT
 GE-Fanuc PLC driver. I did a upgrade from VMS 7.1 to 7.3 and my HCT driver
 don4t work more . It4s s
end a message "FAILED TO SPAWN Process" after the 16th process spawned(i4ve 19
 PLC4s). So i got the patchs for VMS7.3_update and C and now my VXL don4t quit
 of some screens (it4s happening in the VMS 7.3.1). I need your help . Thxs in
 advanced
 


The Answer is :

 
  A process spawn failure can be due to insufficient process quotas or due
  to insufficient system parameter settings.  In the former case, see the
  PRCLM and process-related quotas.
 
  Please contact the vendor providing support for the GE FANUC PLC software
  for assistance, as the specific cause of the error is (normally) reported
  back to the application processing the SPAWN operation.
