Swapping out failed quorum disk?

The Question is:

 
I have a cluster comprised of two Alpha2000 servers connected to two Array
 boxes through DSSI interface.
 
 A quorum disk has been setup. This disk has crashed.
 
   What is procedure to configure another quorum disk without bringing down the
 systems.
 


The Answer is :

 
  OpenVMS is not tolerant of the physical disconnection of a DSSI bus; a
  system reboot of all systems connected to the DSSI is expected when the
  replacement of the failed device is performed, and a cluster reboot is
  required to reset the cluster quorum disk to another disk device via
  changes to the cluster DISK_QUORUM setting.
 
  If OpenVMS does not detect a quorum file on a disk configured as a quorum
  disk when OpenVMS initially accesses the device and sufficient votes are
  present within the cluster (without the quorum disk) to allow cluster
  operations, OpenVMS will create the quorum file automatically.
