Automating Daylight Savings Time (DST) Changes?

The Question is:

 
How can I automate sys$manager:utc$time_setup.com?  We have 300+ nodes, and
 could automate DST using the utility prior to VMS 7.3 (utc$configure_tdf.com).
  However, the new utility (utc$time_setup.com) reads from sys$output (vs.
 sys$command), and I can't
figure out how to have the file get its input from a file, thereby automating
 the DST change.  Any input would be greatly appreciated.

  is available in OpenVMS V7.3 and later.
 
  Please ensure you have all mandatory ECO kits installed, including
  any TDF ECO kit that might be available.  For details on finding,
