DECnet Node Unreachable?

The Question is:

 
I am trying to copy files from an Alpha 4100 (node omega)to a VAX 6000 running
 OpenVMS 6.2 (node omni5). Copy aborts with error message "remote node is
 currently unreachable". But I can ping the the remote node and vice versa.
 "Set host omni5" also fails
on omega. "Set host omega" from omni5 succeeds but with message: "failure on
 the back translate address request". "set host /telnet xxx.xxx.x.xxx" creates
 telnet session successfully on omni5.
Alpha 4100 has tcpip version 5.0A and Vax still has UCX 4.1.
Can you give me some suggestions as to where to start investigating for the
 failure in communications?

  DECnet is failing (one way), but IP is working?
 
  The OpenVMS Wizard would use FTP as a workaround.
 
  The back-translation discussion is included in the OpenVMS FAQ.
 
  Attempt a connect using the DECnet node address, as a test.
  Also verify that the DECnet addresses -- assuming that you
  are using local DECnet host databases -- is correct.
 
  Please contact the support center, as additional details,
  software versions, and error message(s) will be required.
