The Answer is :

 
  Per RFC 2616, the http response 403 indicates Forbidden; that the
  target is not accessable -- usually for reasons resulting from the
  local server or system security configuration.
 
  Please check the security configuration on the target object,
  in other words -- both check the OpenVMS access that is available
  to Apache (CSWS) and also check the local Apache configuration.
 
  If the underlying error results from the OpenVMS system security
  configuration (and not from a prohibition originating from within
  the Apache webserver itself), you can use OpenVMS security alarms
  (or security audits) to track the particular cause of the error.
