Console Owned by Non-Existant Process?

The Question is:

 
I have a DEC 3000 running OpenVMS 7.0. We lose the connection to our console
 when the system finishes booting. When I do a
 
$show dev opa0:/fu
 
I see the following...
 
show dev opa0:/fu
 
 
 
Terminal OPA0:, device type unknown, is online, enabled as operator terminal,
 
    record-oriented device, carriage control.
 
 
 
    Error count                    0    Operations completed                 96
 
    Owner process                 ""    Owner UIC                         [1,4]
 
    Owner process ID        00000083    Dev Prot              S:RWPL,O:RWPL,G,W
 
    Reference count                1    Default buffer size                  80
 
NOTE that opa0: is owned by process id 83, however there is NO PROCESS with
 this ID running on the system. What is going on here? How can I fix this?

The Answer is :

 
  This is probably a known problem in this release of OpenVMS Alpha,
  there were several similar console problems during that timeframe.
 
  The OpenVMS Wizard strongly encourages an upgrade to a more recent
  release, and preferably to a release with Current Version Support
  or with Prior Version Support.
