DCE PE_SITE file protection mask?

The Question is:

 
I am running DCE V3.0 ECO 2 on a DS10L and also and ES45.  Aprrox once per hour
 the file DCE$SPECIFIC:[ETC.SECURITY]PE_SITE. is being recreated and losses the
 world RE file protection I require.  All directories above this file have at
 least world RE prot
ection.  Can you tell me what I need to configure.
