Maintaining VAX System Time (Clock)?

The Question is:

 
I have a Vax 7710 running in a clustered environment (with a Vax 6610). On two
 separate occasions, I have had my system come up with the wrong date and time
 after a cold boot, resulting in all LOG files >30 days old being purged, batch
 jobs launching, etc
...
The following shows the date & time of reboot:
  System last booted at  8-JUL-2004 15:44:36.84
The actual date & time were 19-sep-2003:13:15
Prior to the system crashing (PDU failure), the date & time were correct.
What could cause the system to boot with this date & what can be done to
 correct this problem.

  SET TIME command on OpenVMS VAX systems.  Other information related to
  the clock battery, the TDF and daylight savings time settings, and other
