FTP (port 21), Security, Breakin Evasion?

The Question is:

 
During base security scan, VMS locks port 21 due to too many unauthorized
 attempts to access through port 21. How do I reopen that port without a reboot?
 

The Answer is :

 
  OpenVMS does not lock out IP ports, it locks out users.
 
  Without details on why the port has been locked, the OpenVMS
  Wizard would suggest looking at the contents of the intrusion
  database using commands SHOW INTRUSION and DELETE/INTRUSION.
 
  Depending on how the system is configured, local usernames
  or remote accessors can be locked out temporarily, or can be
  locked out pending explicit system management intervention.
