System time lost? (Clock skew)

The Question is:

 
I currently manage Alpha servers.  I have one Alpha 1000 4/233 running VMS
 V7.1-1H2.  The system time is behind.  I can reset it and within a matter of a
 month the clock is at least 30 minutes behind.  We are also running Oracle
 V7.3-3.  Any suggestions??
