The Question is:

OpenVMS v7.3-2. After upgrading a GS160
from v7.3-1 to v7.3-2 receive the following
error right after entering b at the console
boot prompt (> b)

dismissing i/o device interrupt number xxxx,
not delivered to CPU 9

xxxx = a four-digit integer whose value
changes at each boot.

Thanks in advance.

The Answer is :

Please ensure you have current SRM firmware loaded, and please
then contact your hardware service organization or HP services
for assistance -- the usual causes of this error message result
from a system crash and are effectively harmless; the message
  is informational.

Message sequences such as the following:

**** OpenVMS (TM) Alpha Operating System V7.3-1 - BUGCHECK ****
dismissing I/O Device Interrupt Number 68, not delivered to CPU 1
dismissing I/O Device Interrupt Number 164, not delivered to CPU 5
dismissing I/O Device Interrupt Number 130, not delivered to CPU 7
...

Indicate that interrupts targetting specific processors are being
  cleaned up after a crash.
