The Question is:

I followed the install instructions for Netbackup 4.5, but when trying to run
the bpcd_axp.exe I get this error.

Is this a VMS problem or a Netbackup problem? and how do I fix it?

The Answer is :

The OpenVMS Wizard will assume this is the Veritas NetBackup third-party
package, and will accordingly encourage direct contact with the Veritas
  support organization.

You will not want to determine whether this is a NetBackup error or
an OpenVMS error -- this is a failure within the Veritas NetBackup
application package, and a detailed diagnosis of the error and a
determination of the appropriate resolution is something that must
be processed by Veritas and (if it proves that OpenVMS is directly
involved with the error) by Veritas working with HP OpenVMS Support
and (if needed) with OpenVMS Engineering.

Please do install the mandatory ECO kits for OpenVMS, and please do
read and follow the Veritas installation and configuration documentation,
and please do check for any Veritas prerequisites.
