The Question is:

 
Is there an on-line version of the reference manual for DTM in PDF, like there
 is for (say) the DCL Dictionary?  The on-line documentation I have been able
 to find was HTML (as a bunch of separate files).

The Answer is :

 
  All available (free) documentation is available on the OpenVMS
  documentation website.  Documentation on CD media and hardcopy
