Migrate FMS to WindowsNT

The Question is:

I am FORTRAN/FMS/ISAM(RMS) applicaitons from OpenVMS
to Win NT.  The Fortran isn't a problem, but the other
two are.  I think the ISAM can be resolved by purchasing
an ODBS driver on NT to access the RMS files which reside
on the VMS Pathworks server.  With FMS, however, I hit a
dead end.  I've started wruting a rprogram which take the
output from the FMS/DESCR command (a descriptive listing)
and generates source code to do the GUI (similar to the
old DECforms in CTS-300 on PDP-11's).  SUrelt I can't be
the only one doing this.  Is there a such a FMS to Win NT
(C++ or FORTRAN) tool available? Thamks,

    Most people would change the GUI from a CCT interface to a windows
    interface.
