License: Unable to login

The Question is:

I have made a colossal blunder.  I was recently given the
unenviable task of maintaining a VAXcluster running a
several legacy applications.  Due to user demand my pre-
decessor convinced management to spring for 2 Alphastation
200s to share the processing load with the 3 current cluster
members (2 4000 model 90s and 1 4000 model 60s).  I was
told that that cluster licences were loaded on both of
the Alpha Stations, however after running Cluster_config
and rebooting one of the Alphas I am now unable to login.
The operating system returns an error "No license active
for this software product".  It is important that I bring
this machine back on line.  Is there an interactive boot
sequence that I can try?

    You should be able to log in from the console terminal to the
SYSTEM account.
